WINDY C. BOULDIN
Chief, Office of Program Accountability
Windy C. Bouldin was appointed as the Chief, Office of Program Accountability, on July 1, 2012. The Office of Program Accountability is an independent appraisal entity established to conduct internal audits and audit-related services.
Windy also serves as CAL FIRE’s Information Security Officer and Privacy Protection Coordinator, responsible for building awareness and implementing controls addressing the confidentiality, integrity, and accessibility of the Department's information assets.
Both publisher and editor of Connections, CAL FIRE’s monthly Management Services newsletter, Windy has participated in many committees, workgroups, and forums throughout her tenure with the State of California. She currently serves on Executive Team, Management Council, as an Instructor on the Supervision 4 Cadre at the CAL FIRE Academy, and as CAL FIRE’s R.V.E.T.S. (Returning Veterans; Enlisting Their Skills for CAL FIRE Service) Program Coordinator.
R.V.E.T.S. is tasked with creating partnerships and exploring a variety of employment options and educational opportunities for veterans who have successfully served in the United States Armed Services. Windy is also a member of the Society for Human Resource Management, the Institute of Internal Auditors, and the California Association of State Auditors.
Windy began her State service career with the California Unemployment Insurance Appeals Board and came to CAL FIRE in 1997. She has an extensive background in personnel management, with additional expertise in project management, web/graphic design, and strategic planning. Windy brings a vast knowledge of policy formulation and implementation, program administration, and demonstrated leadership.
