Caroline GodkinChief, Legislation Caroline Godkin was appointed deputy director of legislation by Governor Edmund Brown in November 2011. Prior to her appointment, Godkin worked as a senior fiscal and policy analyst for the California Legislative Analyst's Office (LAO) since July 2008. Her responsibilities include overall General Fund expenditures, cash management, spending trends, and budgetary borrowing. Most recently, Ms. Godkin worked on the LAO's November publication, The 2012-13 Budget: California's Fiscal Outlook. Prior to working on the overall state budget, she worked on a broad range of environmental protection and resources issues for the LAO. Her budget assignments included CAL FIRE, state parks, the California Environmental Protection Agency, the Department of Conservation, and the Department of Toxic Substances Control. Prior to joining the LAO, Godkin worked as a management consultant in both the United Kingdom and in Sacramento where her clients included the California Department of Corrections and Rehabilitation, the United Kingdom (UK) military, the office of the UK Prime Minster, and numerous private sector clients. Godkin has a Master of Science in Public Policy and Management from Carnegie Mellon University, and a Master of Engineering in Manufacturing Engineering from Cambridge University. |
